Can you plug them into 2 cell phones, and call each other?

No - I don't see how that would work.

But I would be most impressed to hear that you have found a plug-compatible method to make it work.

You might consider that a fair number of tracks have very spotty cell service. Unless you are planning to use Bluetooth for the comms channel.
