Maintainence and tire/ wheels insurance

Can any dealership sell me the above packages? I was quoted some ridiculous numbers from the finance guys so I didn't accept any of them. Worried about not having the brakes and wheels not covered for these stupid potholes.

AFAIK, tire/wheel insurance has to be bought at purchase.... the coverage to add brakes, wipers, etc to maintenance... I believe that's what they call Ultimate Care -- can be bought at any time...
