I've got worms!

Anyone seen this before? Took my rims off before winter. Cleaned them well and noticed little marks on the rims. Stored them away. Thought they would buff off come spring time. Fast forward to today. Went to clean up the marks and low and behold the little marks turned to worms! And they are all over the front two rims only. The rears are perfect. What the hell is going on? They won't buff of either. It's like they are under the clearcoat.

Rims are 19" Morr 8.2's. Am I looking at refinishing?
