Not quite sure how wear and tear on the stalk could possibly be attributed to a rear end shunt...

I guess you have to pay up for the diagnosis. If it's related to any of the front end work that's been done, you'll get it back. If it is a random electrical gremlin, then it would have happened anyway, and you'll have to foot the bill.
