ISTA question about missing radio

I was wondering if ISTA is still the all or nothing program that DIS57 is?
As in if you have a aftermarket radio and it cannot read the original configuration of the car(original radio not installed) will it go no further until it can see the original radio in place.
Also if you removed the Rad File or the Navi Radio files from the VO would this solve the problem for people with aftermarket head units, without them having to remount or parallel mount there old units.
