Yeah I'm trying to avoid the dealer to save cost. I'm sure they'd charge a lot of money!

How do I start the process? Is there a number I can call that's not a dealer?

I was always told by the dealer that BMW only allows X amount of keys that have to be ordered from Germany and if you lose X amount then you would have to get the entire system replaced. I may be wrong due to a lot of people in the UK stealing BMWs by programming keys.... Or if a key was previously programmed on another BMW it couldn't be reprogrammed on a different one.

I got a key fob replaced recently and it was just over $200 at the dealer. I don't have comfort access btw, so no programming needed as long as bought through dealer.

I know you're trying to save on cost, but I think you're going to have to call the dealer on this one.

Call them up and ask if they can reprogram a blank key you already have, and if it is any cheaper than getting one from them. That'd be my plan of attack

+1 go to the dealer, although they may charge $400 b/c they will need to re-program. The units the thieves in the UK are using are sold on eBay for about $1000. Cheaper to go to the dealer unless you plan on stealing some M's in the future.

It used to be like that years ago.. now BMW has a contract with two vendors that laser cut the keys in California and New Jersey. For the OP's case this wouldn't be necessary since you already have the blade and just need a fob. LT may be able to code a new fob since it's really easy through the cars OBD port.
