my passenger side hi beam dont work....

hi guys...i have a 335i 2007 coupe,,,and my xenon lights works,but when i put on the high beams,,,,you can only hear a pop on the driver side ,the other side one work, but no pop... it stays low ....could it be the stepper motor...and is it possible to use the halogene lights ( next to the xenon) as high beams, mine does not light up....my car does not pass the mecanical inspection because of this
