spare key fob remote with electronics- questions

Anyone know about these guys? The have new remotes for $69. This is from their web site- is this true?:

Programming Instructions -

This remote type will require a BMW Scantool for programming.

Many Dealerships now have small portable scantools and can perform this procedure for you in the parking lot for free as a courtesy to their customers.
