Chuff sake

Jus wondering if anyone has any ideas, i had a new turbo fitted to the 320d a few months ago and about a month ago it lost power and felt like it had gone again. Since then it went ok for 3 weeks or so after i left it over night but it doesnt do it all the time. It loses power and the turbo kicks in at about 3500 revs But feels like theres not much boost. I was thinking it could be a pipe but if it was would it not be a constant and not intermitant problem :/

My immediate thought would be a weak wastegate actuator or split pipe related to its control.
