Unfortunately H&R does not publish their spring rates, but yes the Sport Plus is going to be a bit more stiff

Yep, we do have a set in stock

As for the spacers, if you want to max out the stance, you can get away with a 15mm rear spacer and 18mm front- this will bring both the front and rear wheels to the edge of the fender equally. If you want a slightly less aggressive stance, but still a very noticeable one, go with the 12mm rears and 15mm fronts. Both set ups are in stock at the moment! PM me if you want me to set them aside for you

I am considering some H&R's for my E90 M3. I am also considering spacers. Can you comment on ride quality/differences/performance with spacers?

Asside from the cosmetic differences, are there any handling changes? One would think that with a wider stance, the car would be a bit more stable...just curious...TIA

Spacers will not change ride comfort at all. The ride difference on the H&R is very similar to stock, just with the lower ride height.

A very common configuration on a stock M3 would be the springs and a 15/12mm spacer package.

There are several benefits to having a stiffer spring. The most obvious is to lessen the body roll throughout the car, as well as adding a more stable feel through corners. By lowering the car as well you're adding a lower center of gravity so the car can go through corners at higher speeds.
