small screw rattle on drivers side exhaust??

On the drivers side exhaust, i heard a small rattle when i turned the car on and off. when i looked under the bumper, i noticed that there is a small screw on the drivers side exhaust - whenever i turn the car on or off this screw seems to rotate and create a bit of a rattle..

do you guys have an idea as to what this may be?
thanks.

exhaust flap

at the top of the exhaust is the actuator that rotates that.

closes one pipe at low rpm to reduce exhaust noise.

its closed on startup
