Can you

use a 120 PCD wheel on a car with 112 PCD say using spigot rings. I know on a different car years ago aftermarket wheels sometimes had a plastic spigot ring so is there a metal version/reducer?

A spigot ring won't make any difference to the PCD. The bolt holes will still be fundamentally incompatible.

I've seen wheel spacers on the market which also included bolt>stud conversion, and have also seen photos where they have failed (bolts have sheared off). They are a big no IMO.

The centre bore is not really the issue (as that's easily fixed with a spigot ring); the issue is the bolts don't line up with the holes as they are on different base circles. You can buy PCD adaptors which have two sets of holes, one at 120mm and one at 112mm, and take two sets of bolts, but they will have a minimum thickness of 16-20mm so will make the wheel stick out quite far, and it's not an ideal solution to my mind. I wouldn't use them on my own car.

Search “PCD adapter” and you can find numerous options. How much do you value your life and financial security (pretty sure insurers would run a mile from these) ?
