No coolant pressure

Hey not sure whats up with my car (e92 335i, N45), Noticed the oil temp was way higher then usual and climbing. I pulled over and noticed there was no rad fan going. I checked the right side radiator hose and i could squeeze it in all the way. I was only a few min from home so I cranked the heater and limped it home.

what would the likely cause of this be? the bottom of the oil cap is a little milky but I have a short commute so may just be condensation. The coolant has a slight brown tint to it but is clear.

Would this just be a failed cap?
