Not exactly sure what you're asking or trying to say in regards to the "steering wheel limit to cruise control." I believe all post 2000 or at least the newer BMWs come with cruise control (don't quote me) but if you're asking about adaptive cruise control, then that's a feature you have to pay for at the dealership.

As far as coding goes, you can always use Bimmercode. It's a free app with a one-time payment of around $30 to $40 to code. Hope that helps.
