335is: Replacement radiator fan not working (2EFF)

While I was idling, I got the yellow "Engine hot, drive moderately" warning, and I've been noticing engine oil temp creeping above 250F (which never happened before).

Pulled codes (got a 2EFF), and then took it to a mechanic who wasn't able to get it to work at all.

Fan was replaced; mechanic says he checked that the fan worked.

However, now:
(1) The fan doesn't work, even with activation or turning the AC on full blast, or when my coolant is approaching 120C.
(2) Still getting 2EFF codes.
(3) Via BT tool, the water pump seems to be working and I'm not getting any water pump or thermostat codes.

Given the replacement fan, what can I have the mechanic (or another one) investigate? Improper wire installation? The fan fuse/circuit having issues?
