The article appears to be incorrect when it says:

A recent survey showed that 87% of drivers were unclear about the changes or were unaware that the new diesel duty system was coming in. The new rules not only apply to diesel cars bought from April onwards but will mean all 17-plate diesel vehicles will be one tax band higher.

Diesel cars registered from April 2018 onwards are affected by a higher first year VED, bringing a 335d into the same band as a 340i for example, but there is no effect on 17 Plate cars as the article suggests.

Intrigued as to what the changes in 2020 will be and from what years vehicles it will affect? Will it apply to vehicles registered before 2020??

what fucks me off is that employers are still forcing diesel cars on company car drivers and offer no opportunity to move to petrol in car allowance schemes.
