Re-torquing wheel bolts - Proper way?

So this may sound like a stupid question, but I'm no expert:

Like many, I'm sure my wheel bolts are over torqued as when I got my tires swaped they used a impact gun.

I have a proper torque wrench here at home.

What is the proper way to re-torque them?

Should I just back them off and then torque them correct?

Or should I lift the car (wheel off the ground) and back them off, hand tighten and then drop the car and torque them?

Basically I am wondering if having the wheel off the ground has an effect on the torque?

I guess this answers my 2nd question, whenever I do work on the car that involves taking the wheels off:

*WHEEL OFF GROUND*
Hand tighten
*DROP WHEEL TO GROUND*
Torque

Correct?

Like I said, sorry for the stupid question but better to do things correct. I'm sure the weight of the car has an impact on the torque?

wheels on the ground
back off all the nuts
tighten to the correct torque setting in a star pattern

I have used a $40 torque wrench to change out winter/summer tires for 14 years....never had a problem

We're talking about lug nuts here... if we were rebuilding engines, I would say get those digital Snap On torque wrenches.
