Lower front grill looking bad

Here's what it looks like:

The plastic grill itself is a lighter color painted at the factory with the same color as the car (black in my case). Would have been better for the plastic to be solid black but that would have been more expensive for BMW I guess.

So I guess the simplest solution is to just repaint it ?

Do I have to remove the bumper cover if I just replace it?
