Adaptive headlight short communication/counter

My e92 headlights got condensation in and blew out the ballast and the adaptive headlight module, after replacing the module, everything worked. But when the car is restarted, the error would comeback. We coded both the LSMS and RSMS, and it would be fine when we start the car, but next time we start the car the error came back.
With coding, we read that it was the counter that was full and had to be reset every time the car is restarted.
Does anyone have any idea why we can clear the counter, but the error would keep coming back?
