New paint flaking ???

I painted my brand new front lip and it looked great for about 2 months but after a long road trip this weekend the paint has started to flake off. I degreased the front lip with some Comet, sprayed adhesion promoter , 2 coats of primer, base coat , then clear coat. Buffed clear coat also. What steps may I have missed?

looks down to plastic so likely forgot to scuff it or something to do with adhesion promoter

Looks like the plastic was not properly prepped. It still looks very smooth.

Strip it, scuff it, and then use adhesion promoter & paint.
