P0031 Code.

Got a SES light and came back P0031 which is "P0031 - Oxygen (A/F) Sensor Heater Control Circuit Low (Bank 1, Sensor 1)

Basically what I got was this: modern oxygen sensors have heaters within them that brings the oxygen sensor up to a high temp to work more efficiently blah blah blah. This had failed however, according to some reputable gentlemen on the Internet, your O2 sensor will still function properly but there will be a service engine light until fixed. My question is, is there a possibility that a fuse could be blown, or is it most likely a bad O2. I just removed my intake manifold which required the oxygen sensors to be unplugged. But after reinstallation, I got this light. Is that a coincidence? Has anyone dealt with this code before or does anyone know which fuse could be responsible?
