Rear bumper bump

So I woke up this morning and realized someone hit my car it was most likely yesterday at the parking lot of a Costco because I didn't realize it was there, any thought on how I could get this out? I know that with a heat gun or even just a hair dryer it will expand the metal but there is no way to get under it I'd have to remove the whole bumper and I'm not looking forward to that

I've never tried it, but a heat gun and a suction cup to try and pull the material back out is supposed to work for stuff like that. Bumpers are plastic btw.
