On-board tool kit location?

Manual says there's on-board tool kit, but I can't seem to find it. Could someone help, I'm trying to locate the screwdriver.

Supposed to be under the tow hook in a hunk of stryrofoam velcro tied to the forward wall of the under floor compartment in the hatch.

My 2019 is missing the screwdriver and was just strewn in the under floor compartment, leaving me to wonder what the velcro strap was for.
