It appears to be a piece of black plex that completely seals that area, I’m leaning toward it being a design element, but I don’t know…
I’m hoping that it’s not just a piece of plexiglass to fill the spot where the driving lights were on previous models and they just wanted to use the bumper again…

Guys look to the right that is an airfoil fin for air to go to the right of that through the bumper to cool the brakes. Maybe getting a flashlight or bending down might help.

Yeah, my bad, the two intakes on the interior of the grille are for engine induction, and the outboard edge of the area in question shows an intake for brakes.
