2018 driver side vent movement

All vents except for driver side make full up and down movements. For some reason driver side vent won’t move down.

Is this considered normal? Purchased CPO so not sure if it is considered normal or not.

It does on my MY '17; vent vanes raise and lower, thumb-wheel on the right adjusts air intensity.
