A car can understeer without losing grip entirely. Look up slip angle.

Love it when people try being smart asses and show that only the latter 50% is true... Everyday happenings...

The answer has been given, under steer is when the car turns less than it could (exacerbated by losing grip with wheels turned and maintaining a straight trajectory), and most of the time the suspension of the car is designed to make this happen. It's easier to drive and correct: when driver feels car is not turning enough, it only takes taking the foot off the gas to make the car stop gaining speed that would otherwise make the tires break traction, thus allowing it to regain trajectory and make the turn.

Whole different animal when a car oversteer, and much scarier. 99% of the cars (including ours) will under steer primarily when turning faster than the car's capacity of taking the turn.
