I don't know too much about the Owner's Circle, but the BMW Car Club offers a great rebate program for all new BMWs that you purchase:
BMWCCA Rebate Form
In addition, many dealerships will offer you 10-20% off of parts if you are an active member. You also get a yearly subscription to Roundel magazine (not earth-shattering journalism, but its O.K.) and the car-club newsletter. Costs $40 a year.
