I would consider it a digital potentiometer or encoder, I would imagine it just adds to the signal which basically tells the computer the pedal is further down.
So in comfort it adds lets say +1 to the input so instead of having to push past 1/4 throttle to get a response it lets you ease in and not have that big lag.
