There is the F39 X2 M35i, F40 M135i and F44 M235i and they are all based on the same platform as the X1 so there is no technical reason for not having an F48 M35i. My guess for not having one is simply that those who buy the X1 are not looking for high end SUVs and are not willing to pay the price. If you are willing to pay what an X1 M35i would could then you will most likely be looking at either the X2 or X3 anyway.
