in your case, the detail of the car is permanently lose due to underexposure. there doesn't even seem to be any detail for photoshop to bring up, so it can't magically introduce any detail for you.

next time use an ND filter for the top lighting sky and bump up your exposure. also, avoid using f/13 as you have a D40, stay at ISO 200 / F/8-10 and use shutter speed accordingly.
