They don't. Each continent has set up its own marketing company/strategy called BMW (insert your continent here). In essence, each has an entirely different entity. For example....

For the UK it is called BMW UK:

For the USA it is called BMW USA
https://www.bmwusa.com/

On each continent, there are different consumer needs/requirements, so different packages are offered for the same car based on these needs.
Many consumers feel frustrated with this approach (including me) where one option is included in one country and not in another. That is a very simplistic point of view. You could get into pages and pages discussing this. Also laws in each country come into play.
