I have the same black panel and I think it’s a clear plastic on top, but regardless, PlastX is pretty mild and I don’t think would remove a coating, if there is one. However, the gauge cluster plastic is likely pretty soft, which is why it scratches so easily, so you’d have to be very careful indeed to avoid making it worse. Googling “Plastx gauge cluster” gave some results with good tips on how to go about it.
