Wheel hub juice - what's up with this?

Hey all,

I've never experienced this before to any notable effect, but when I changed over to my winter wheels I noticed the inside of my hubs were just covered in surface rust AND accumulating sitting water, turning it into nice rusty hub juice

Now fast forward 2 months: My pass front wheel is actually having rust-water coming out of the wheel cap and accumulating on the face of the wheel to a modest degree.

I've never observed this on another vehicle. Anyone else getting this? Any recommendations on prevention?

My only thought is to remove the wheel cap, clean out the inside thoroughly with a good scrubbing and maybe some brake cleaner, and then apply some wheel grease as a protective coating and water barrier.
