Being that you state you've verified you do indeed have 12v, and have not blown a fuse or anything else, the only thing you need is a true ground wire connected. Triple check you're connecting the ground properly. If this still doesn't work, create your own ground wire secured to metal on the roof.
These things are incredibly simple. 12v and ground, that's it. If you've confirmed your 12v is working and connected properly, ground is your only other concern.
