Some places will just give you a sticker, and that will work until you need to re-register your car. Then the DMV will say you need to get it inspected...
So with that said there is a way to trick the system so it takes your VIN and you pass, even if you are catless. There was a big crackdown in 2017 so its hard to find shops that do this now. Even before the crackdown most places were charging $100 for doing that trick.. I would imagine they'd ask for more now.
Easiest is put the stock downpipes on then get inspection then switch back.
