If there is a functional reason for it, then i could understand the desire, but if its purely for aesthetics, don't do it. The gap doesn't look any better because the eye notices the spaces from wheel to fender more than tyre to fender. Then to top it off, the wheels 'look' smaller because of the larger tyre around them.

Decreasing the gap is to usually to give the car a more sporting look, fitting a bigger sidewall tyre does the opposite aesthetically, and it raises the entire car up higher, throws the speedo out and increases the rolling radius making the car slightly slower.
