It isn't that they forgot, they are defying the rules. Stay-at-home orders were and still in place in most of big cities people are rioting in. Rioters and looters are just defying Democrat Governer's executive orders that went through June, some even longer.

In a sense, we just had are big grand reopening. Especially if we don't see a major uptick in cases. Social distancing is now non-existent. There is no way the state goverments can go back to telling people to stay home and can't open businesses after letting the rioting go virtually unchecked for days.
