No, not both Bottas and Perez DNF, but one of them being 'sacrificed' if the team mate risks to lose the world title. Taking one for the team.
Teams can remotely tinker with lots of engine settings. Sometimes you hear drivers asking for more power or complaining about some malfunctioning.
So an engine failure can be simulated by changing maximum settings to minimum settings. Of course it would be very unfair to pull the plug to provoke a Virtual Safety Car. But it's technically possible (just like a BMW going into limp mode: it's electronics). And, though morally reprehensive (abuse: sabotage the race to get an advantage), it's not as reckless as deliberately torpedoing a competitor (dive bombing with an unfortunate outcome: crash) or going kamikaze into a wall (remember Piquet jr. "Crashgate" of 2008 to give Alonso an advantage: see
here). If foul play is involved and discovered, sanctions can be susbtantial for all those involved.
