Is anyone else getting a screen with this statement

"We are currently performing regular maintenance of our security measures. Your account has been randomly selected for this maintenance, and you will now be taken through a series of identity verification pages."

Then it lists my credit card and my bank account (with the right last digits) and asks me to input the complete number. This doesn't seem right, but the site's security certificate is being verified by Verisign as Paypal.
