IIRC they are attached to the rim and not the tire. Regardless I had no issues with Costco doing my tire replacement.
Just be prepared for pushback if you haven't add an airpump + bottle of goo before hand or a real spare.
Costco started to refuse to swap my RF's for non-RF's until I pointed out I already had a spare in the trunk.
