So does the long wingnut bolt go through the center of the cover, and hold the whole assembly to the floor? The bracket seems completely unnecessary if so.

yes, there is a hole on the floor underneath the carpet (which you need to drill through). the spare tire is so snug, its hard to put in, you dont actually need the wingnut anymore, the spare wheel wont even likely to move if you roll over
