P21s gel wheel cleaner is my preferred choice. Cuts through even heavy build-up with ease. It has the option to leave it on (in the shade) for 2 hours if you want a deep cleaning, but I've never needed more than 5-10 minutes to clean off anything that isn't embedded.
Beyond that I'd recommend a clay bar.
I've never been thrilled with wheel waxes, maybe I haven't tried the right one.
