Kind of surprised that they would not have wiring.. as having a different wiring loom for each country seems weird. (Assuming in europe it is required to have the rear foglights). I don't know how that specialist you took it to checked it so easily and feel that they might have just given you that answer. I guess if they saw the coded info is right and no light it is an easy answer to tell you there is no wiring.
Still if you coded things right and all the indicators were on.. then I guess there's not much you can do unless you start taking things back and tracing/ volt meter test.
