I was told that BMW provides a FSC Code that is valid for 3 years when built. Therefore my 2016 hade 2016-2 and I was only able to upgrade to 2020-1 max. When I tried to load 2020-2 it wanted a code. In your case car is one year newer, ability to upgrade to 2019-2 or 2020-1 Max.
I utilized BMWNAVCODES and was able to install 2020-2 or 2021-1. If I upgrade to 2021-2 when it comes out I would need another new FSC Code.
All new FSC Codes only allow one update.
