I laid ton's of charges on bicycle couriers in downtown Toronto, usually for red lights, riding on the sidewalk and if they really failed the attitude test no bell.

Bicycles are governed by the same rules of the road as cars as a bicycle is considered a vehicle under the Highway Traffic Act.
