I'm pretty skeptical of some line-in-the-sand cutoff at ~300hp. If the market calls for a performance PHEV model making a little more than 300hp, I'm sure there's a reasonable way to achieve that with the current generation vehicles.

Based on what I've read, the impetus for the new platform is lower costs and better packaging for electric models.

I'd guess the answer is "yes". In other words, both will be available. As long as they are still making RWD M*40i 3 Series and 4 Series models (and they are), I don't see why they wouldn't do the same for the 2 Series Coupe. Now, whether the RWD model is available in all regions is a separate question. For example, the RWD M340i sedan isn't available in many countries, and I'd guess the same will hold for the upcoming RWD M440i coupe and convertible.
