No. I think that is highly unlikely because it's not a 'secure' facility and the location service can be easily turned off. So I doubt an insurance company would regard it as a fully fledged tracker.
Having said that, I've paid to keep the Remote app active beyond the initial year via my Connected Drive account. My logic is that it might just help if the car is stolen and the numpties haven't thought to disable it before I can try to see where the car is. Realistically, the way to confirm whether your insurer will accept it as a tracker is to contact them for a definitive answer.
