Can the likes of Rustoleum outdoor paint help? do I need to sand, primer, paint and apply clear coat again? I wanted something like a quick fix not an elaborate process

If you want a quick and not permanent fix, you can use something like
PlastiDip. I used it to "paint" my previous 18" OEM wheels black, and it worked really well without further preparation, just a good cleaning (i.e., no sand or primer needed). Plus, you can easily remove it later.
