IMHO, he should state clearly FIA's position about Max gaining a lasting advantage off track, and this is what FIA recommends...... Otherwise FIA race control will refer the incident to the race stewards. **Period**
The tone and presentation just doesn't bode confidence or in control. Definitely doesn't sound good to the public.

I agree.
Masi also didn't have the situation properly sorted out.
He completly missed the fact that Ocon was in the mix as well.
RB had to ask him about Ocon's position.
