That's not usually how civilian life works. Negotiation and compromise is the nature of society, and sometimes all you need is to mediate things before they go to a judge (who, even then, will mediate and negotiate).
Stewards are last resort, and if a solution that pleases everyone can be found (like they did) beforehand, it keeps in racing, as opposed to litigation.
Not sure if you're referring to a specific situation that is not applicable. are you? Which one specifically?
